2.0 BACKGROUND
2.1 The Council’s Constitution provides that the date, time and place of Executive and committee meetings will be determined by the Assistant Chief Executive Legal and Democratic Services. The corporate calendar for the 2026/27 municipal year is before full Council to note the dates and times of committee meetings.
3.0 COMMITTEE MEETINGS BETWEEN MAY 2026 AND APRIL 2027
3.1 The scheduling of meetings in the corporate calendar for 2026/27 has taken I to account, as far as is practicable with over 200 committee meetings, to take into account some of the issues raised by members in previous years, including:
· Ensuring there are no clashes of committee meetings for Members, wherever possible;
· Spreading each scrutiny committee meeting cycle across a slightly longer period in order to avoid condensed ‘peak’ periods and to enable greater capacity in the longer term to support scrutiny review work;
· Avoiding scheduling meetings in the afternoon following a Members’ Seminar;
· Avoiding the first 7-10 days of September and January for meetings;
· Considering the impact of school holidays, wherever possible.
3.2 In order to achieve the above principles, it has been necessary in some cases to schedule meetings on a day or time which may not have been the ‘traditional’ slot for that meeting, but it’s hoped that this assists Members in attending and being able to manage their involvement across a number of committees. Attention has also been given to reviewing the feasibility of travel time and attendance for multiple meetings in the same day where this occurs for a given Member; for example considering whether attending a meeting in Northallerton mid-morning would present challenges if they were needed to attend a meeting at the other side of the county mid-afternoon. Democratic Services has therefore tried to avoid scenarios of ‘clustering’ in this way wherever possible but given the above principles adopted there have been some limitations to this.
3.3 It should additionally be highlighted that the draft calendar has been shared for information with the Mayoral Combined Authority and the National Park Authorities and we have similarly tried during this exercise to avoid any clashes with their scheduled meetings.
3.4 Executive Members, committee Chairs and Vice Chairs and senior officers were among those consulted on the draft calendar in October 2025.
3.5 The dates and times of committee meetings within the 2026/27 municipal year will be
published on the Council’s website.
4.0 ALTERNATIVE OPTIONS CONSIDERED
4.1 Not applicable.
5.0 FINANCIAL IMPLICATIONS
5.1 There are no significant financial implications arising from this report.
6.0 LEGAL IMPLICATIONS
6.1 The legal implications are set out in the body of this report. It is noted that the Regulations which allowed virtual committee meetings to make decisions are no longer in force.
7.0 EQUALITIES IMPLICATIONS
7.1 The meetings of the Council, Executive, Planning (Strategic and Area), Area Commitees and the Police Fire and Crime Panel are routinely recorded and broadcast to enable members of the public to attend meetings virtually without the requirement to travel. Consideration will be given to the recording and broadcasting of other committee meetings, where there is significant public interest. The accessibility of Council buildings has been considered when scheduling meetings.
8.0 CLIMATE CHANGE IMPLICATIONS
8.1 There are no significant climate change implications arising from this report.
9.0 REASON FOR RECOMMENDATIONS
9.1 To provide a schedule of committee meetings for the 2024/25 municipal year.
